Suspect power saving device

Anyone bought one of these power savers?
I see a power saver thing on an English website that sells chinese turbines, they claim to save 10-20% on your electric bill just by plugging it in to a socket. Anyone tried this? Sounds a bit suspect! Supposed to store 10 seconds of power to run the whole house in a brief glitch.
