Noise impact assessment

The environmental health officer at my local council has noise and vibration concerns over my planning application for a 6kW Proven on a 15m mast.
Hello all, I'd really like to know if anyone else has faced the call from Environmental Health for a "site specific noise impact assessment" when putting in a planning application for a Proven.
I'm in a rural location in Shropshire, no objections have been received, but at the 11th hour I've had to withdraw my application or have it refused due to these EH concerns, which also want vibration levels to be addressed.
I'm at a bit of a loss how to proceed; I'd like to prove it is unnecessary, but if I have to comply, who do I ask?
