This is the Carbon Emission Reduction Target that is imposed upon all Suppliers with more than 50000 customers and affects all the big 6, which is how they offer discounted cavity and loft insulation, and some other products and services. If they fail to meet their CERT they face a fine of 10% of their turnover (ouch!). There is no buyout though, if they get the fine they still have to meet the CERT too. CERT replaced the old energy efficiency commitment scheme and is significantly bigger. The current cert period runs to April 2011.
