The North York Moors local plan is here and was adopted in 2003.

Though I've not read through it, nor the specific "Town and Country Planning (General Development Procedure) Order 1995" I assume that there's some clause in one or the other that pertains to your application.

I can't imagine it's just the opinion of the planning officer that's caused the "Other Info" part of your notice to be worded the way that it is.

My own experience with my local planning office is that they're quite particular about the way they phrase things - they seem to have a set of stock wordings that they are required to use.
