I question if any more encouragement is needed judging by the flood of applications for exactly that sort of thing.
One local enterprise wants to put up a single 800KW machine, and quotes an expected return of £50K/year for the first 10 years, then 150K/year for the remainder of the project's life. That's clear cash profit after all costs and finance are paid, and after paying rental to the land owner.
I can't believe that people are reluctant to develop because they find that level of profitability unattractive. There's certainly no sign of it.
As an example there's a dispute currently between two farmers, each of whom want to put up a wind turbine, where the airport will only permit one to go ahead. One landowner's going to cash-in massively, and the other won't.
