I have bought some LED bulbs from www.ultraleds.co.uk they are direct replacements for low volatge halogen bulbs (they also do mains ones) as they are the same physical size and at 4 watts kick out a lot of light and I like the colour. If you get wide angle ones you could probably reduce the number of bulbs without redesigning your ceiling.
